The City of Lee’s Summit is seeking to improve Douglas Street from Chipman Road to 2nd Street. The street will be improved to current standards with improved roadside drainage, new sidewalks on the west side of the roadway, and a shared-use path on the east side of the roadway.

The City of Lee’s Summit will be hosting a joint preliminary engineering study for two projects on Thursday, January 18, 2024, between the hours of 4:00 p.m. and 6:00 p.m. in the Council Chambers at Lee’s Summit City Hall, 220 SE Green Street, Lee’s Summit, MO. Handicap access is available. These two projects include proposed plans for the design of Douglas Street Improvements from Chipman Road to Second Street, and the Olive and Orchard Street and Stormwater Improvements Project from Chipman Road to Douglas Street.
Project plans and exhibits prepared by the City of Lee’s Summit and the City’s design consultant, Kimley-Horn and Associates, Inc., will be available for public inspection at the meeting. Tentative schedules for right-of-way acquisition and construction will be discussed at the hearing. All interested persons will be given an opportunity to be heard concerning their views on the right-of-way stage design of the Douglas Street Improvements Project and the Olive and Orchard Street and Stormwater Improvements project with reference to the economic and social effects of such design, its impact on the environment and its consistency with the goals and objectives of the community. An open-house format will be used and persons may discuss the projects and offer comments at any time between the prescribed hours. Written statements and exhibits as well as oral statements will be received at the meeting.
In conjunction with the in-person public meeting, an online public meeting format will also be offered from January 18, 2024, through February 5, 2024, and can be found at lsmo-douglas.com. During this timeframe all interested persons have the opportunity to review the same project plans and exhibits that were available at the in-person event, and submit comments or questions on the online public meeting website. Any written or emailed statements and exhibits received will be made part of the public meeting record.
The Douglas Street project improvements include roadway reconstruction to a two-lane section, one in each direction, with a shared-use path on the east side and continuous sidewalk along the west side of the road. Other improvements include curb and gutter, enclosed storm drainage, intersection improvements, continuous street lighting, new waterline infrastructure, and associated utility relocations. The City anticipates these improvements will support the City’s Livable Street Policy and Greenway Master Plan. The City anticipates these improvements will promote economic activity and investment along Pryor Road, a key corridor in southwest Lee’s Summit, and will also support the City’s Livable Streets Policy and impending future development. The project goals are improved safety, operations, and livability.
The Olive and Orchard project improvements include roadway reconstruction to a two-lane section with continuous sidewalk on one side of the road, an enclosed storm drainage and a dry detention basin. Other improvements include curb and gutter, intersection improvements, street lighting, new waterline infrastructure, and associated utility relocations. The City anticipates these improvements will support the City’s Livable Street Policy and Greenway Master Plan. The project goals are mitigation of structural flooding and improved safety and operations.
